What does the term udyam registration mean?
Udyam registration also known as micro, small and medium enterprise registration is a government issued registration that comes with a certificate of recognition and a unique number and is used to certify small and medium businesses. Entities eligible for udyam registration are either engaged in the manufacture and production as well as processing and preservation of commodities as well as in the provision of service. However in order to be classed as a medium, small and micro enterprise and get micro, small and medium enterprise registration a business must meet a set of condition.

Section 7 of the micro, small and medium enterprise development act 2006 provides the definition of micro, small and medium enterprise. Based on the finance minister recommendation, the ministry of micro, small and medium enterprise revised the definition of micro, small and medium enterprise by notification on 1st of june, 2020 in order to broaden the scope and so include a larger number of enterprise. The classification is based on the entity investment and turnover according to the new criteria.
According to the announcement, the most recent definition of micro, small and medium enterprise is as follows.
Micro. Not more than rupees 1 crore in plant and machinery and not more than rupees 5 crore in annual turnover.
Small. Not more than rupees 10 crore in plant and machinery and not more than rupees 50 crore in annual turnover.
Medium. Not more than rupees 50 crore in plant and machinery and not more than rupees 250 crore in annual turnover.

The aforementioned definition eliminates the previously existing division of investment limitations for the Manufacturing and Service industries. As a result a high number of service provider are projected to be covered as they tend to invest less in plant and apparatus as well as have lower turnover than manufacturing entities with equivalent earnings.
Because the changes in classification will take effect on 1st of july, 2021 the ministry of micro, small and medium enterprise has issued a notification dated 26th of june, 2021 outlining a new way of micro, small and medium enterprise registration.
The aforementioned notification outlines the procedure for registering an micro, small and medium enterprise which will take effect on 1st of july, 2020. The necessity for udyam registration will also apply to existing micro, small and medium enterprise.
Following the amendment to the definition of micro, small and medium enterprise and the introduction of a procedure for filing the memorandum under the udyam registration, it appears that registration as an micro, small and medium enterprise will be a requirement and as a result will be considered a prerequisite for benefiting from the ministry various scheme.
